GPS and mobile data perform separate jobs. Satellite signals allow the tracking device to determine a position. Mobile connectivity then carries the tracking information from the device to the server or platform used by the fleet manager.
This distinction matters because a device can have a valid GPS position but still be temporarily unable to report it if mobile connectivity is unavailable.
